Cesar Ruvalcaba [EH]
From: Dana Schmidt <dschmidt@steeltank.com>
Sent: Thursday, March 7, 2019 6:59 AM
To: Garrison Reeves
Subject: RE: 6th Edition SP001 rpt
The checklists in Appendix C of both the 5th Edition and the 6th Edition are for use by the personnel at the tank site. See
Section 6 that references the Appendix C checklists.
Yes,you should review all of the items in the AST Record, Monthly Inspection Checklist and the Annual Inspection
Checklist, but you are hired as an expert inspector and your inspection is to be more thorough.
The details of what your Formal Inspections are found in Section 7 (and 8). Paragraph 7.1.2 states,
"The following paragraphs describe minimum inspection guidelines. There are numerous AST configurations and
components and it is the responsibility of the Certified Inspector to identify and properly inspect them to conform
to the owner's requirements, industry standards and regulatory requirements, as applicable. The inspector or the
inspection company shall develop detailed checklists that identify, record, and document all aspects of each
inspection."
Paragraph 7.8 (in the 5th Edition, or 7.10 in the 6th Edition) provides information about what your final report must
include.
"In the final report, include field data, measurements, pictures, drawings, tables, and an inspection summary. In
the summary, identify unacceptable conditions and recommended and/or mandatory corrective actions.
Determine the suitability for continued service of the AST per Section 10.0 and document this in the final report.
Include the date of the next scheduled FEI or Fll, as applicable. Include the inspector's name and certification
number in the report."
The report that you provided did not conform to paragraph 7 (in either the 5th Edition or the 6th Edition)
Dana Schmidt, P.E.
Standards Engineer
STI/SPFA
N
944 Donata Court
Lake Zurich, IL 60047
Direct Phone: (847) 550-3832
From: Garrison Reeves<greeves455@aol.com>
Sent:Wednesday, March 6, 2019 11:22 PM
To: Dana Schmidt<dschmidt@steeltank.com>
Subject: 6th Edition SP001 rpt
Is this what you want the report to reflect? It is from the 6th Edition Section 7 &8 without the internal inspection from
Section 8.
Thanks, Gary Reeves
209 661 6611
1
