RAY AR£4 - :. . . <br /> F3 20 <br /> LA <br /> 3.5 Shell N1 <br /> Tank 1' s shell was in good condition. Weld seams were in good condition. The ekteriorgcoatings <br /> are failing in many areas and it is "Recommended"', the rusted areas be addressed and a new <br /> coating, " paint" , placed over these areas . <br /> 3.6 Venting: <br /> All tanks are required to have normal vents . Normal vents are required to be sized equal to or <br /> greater than final discharge piping . The vent and fill line are both 34nches . The discharge line is <br /> 24nches . The vent was clear of debris at the time of the visit. <br /> Emergency vents are required for both the primary and secondary tank for a double walled <br /> system . The manway lid has spring bolts which are used as an emergency vent for the primary <br /> tank. At the time of the visit the spring bolts were operational, but the lid was stuck to the tank. <br /> It is �,'Requured.' that the manway lid be "pried" up by the maintenance crew to ensure that the <br /> lid will lift if needed during an emergency . The secondary tank has a pop top emergency vent <br /> that was in good operating condition. <br /> 3 .7 Liquid Level Indicators/ Overfill Alarms . <br /> Liquid level monitors (LLM) are required for all tanks . Tanks 1 has a mechanical Morrison <br /> Brothers clock gauge in operational condition. The tank does not have an overfill alarms . <br /> Overfilling may be addressed in the SPCC plan. It is "Recommended that the SPCC plan address <br /> overfilling by active management of the filling process or limiting the fill to 85 percent of the <br /> tank' s capacity . <br /> 3.8 Piping: <br /> Piping is designed for some flex . Piping is in adequate condition. <br /> 3.9 Bonding and Grounding: <br /> Flammable liquid tank should have proper grounding and should be equipped for bonding <br /> during filling. Electrical pumps and equipment attached to the tank increase the potential for <br /> short circuiting. Tank does not have grounding. It is "Recommended that tank storing <br /> combustible liquids be grounded . <br /> 3.10 Inspection Schedule Analis_ <br /> The next round of formal 3rd party external inspections and interstice observations are in <br /> 5 years (2024) .
