BAY AEA
rix
8 :.NTi7K,S
4 .0 CONCLUSIONS AND RECOMMENDATIONS
Limitations : This inspection was conducted in accordance with generally accepted industrial
standards and represents site conditions during the time of the visit. The report is intended for
use by Conti and may not be used by others without written consent. The inspection did not
include review of design drawings or weld inspection reports . If external UTs were performed,
they are limited in that all internal pitting cannot be discovered . As such the limits of this report
are as an overall survey of the tank and piping and this report does not serve as a guaranty of
future system performance . Due care has been taken to verify and confirm the accuracy of this
report.
The inspection focuses on a failure mode which can be determined by visual and interstice
inspections and may not identify modes of failure such as stress corrosion cracking, hydrogen
embrittlement, and micro effects of metal flaws in steel manufacturing which would require a
more extensive non-destructive and destructive testing. A safety factor is used to accommodate
these unknowns as is typical in engineering analysis .
Findings and Recommendations : After reviewing site conditions presented by BATC, it appears
that tank 1 is in operational condition. It is required that in the next six months the following
required upgrades be implemented .
1 . ) Ensure manway lid is not stuck to the tank .
It is recommended that the following items be completed to increase the useful life of the tanks .
1 . ) Place NFPA placards on the tank.
2. ) Anchor the tank.
3 . ) Repair failing coatings; Re-paint.
4. ) Address overfill alarms by installing overfill alarm or using active maintenance .
5 . ) Install grounding
6 .) Implement monthly inspection of interstice .
Rudolph Bowman, Tr P .
