The <br /> work steps are proposed in clarification of a previously- <br /> submitted work plan dated November 10, 1988 , amended February 8 , <br /> 1989 , and in accordance with our telephone conversation of March <br /> 22 , 1989 . <br /> In our telephone conversation, you stated that previous communi- <br /> cations were confusing and you were not able to ascertain which <br /> steps were to be taken in which order. Additionally, you <br /> expressed a need for a Site Specific Safety Plan.
