Charter Way SITE CODE: 1055
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has completed
the review of the "Interim Soil Remediation Workplan", dated September 29, 1993, submitted by Science
and Engineering Analysis Corporation and has the following comments.
The interim soil vapor extraction proposed in the report appears to be adequate at this time. The
proposed permitting and construction work can be initiated at any time. Care should be taken to maintain
the sanitary seals on the well heads during the construction work.
Based on the groundwater data collected to date, it appears there may be a co-mingling of two or more
groundwater contaminant plumes in this area. If the data from the latest phase of field work indicates or
confirms a co-mingling of plumes, a meeting between all identified responsible parties to discuss a
coordinated effort to abate the pollution may be warranted.
However, once the groundwater investigation is complete a comprehensive Corrective Action Plan (CAP)
must be compiled and submitted to PHS/EHD as required pursuant to Title 23, Chapter 16, Article 11,
Section 2725(c) of the Corrective Action Regulations.
If you have any questions or comments regarding this letter, please contact Linda Turkatte, Senior RENS,
of my staff at (209) 468-3441.
Jogi Khanna, M.D., M.P.H.
Health Officer
Donna Heran, REHS, Program Manager
Environmental Health Division
DH/LT:lb
c.
