December is a very busy month for my business with me working 7 days
a week and I would be happy to meet in mid to late January on a Tuesday morning as we
discussed. I was not able to reach Jim Ramsey. I believe his phone number is: (209) 754-9196
and I left a message there for him to call me.
I was out at the station last week and saw that they were testing the wells. I spoke to the two
contractors and they said none of the wells are locked with the lock having been cut off of MW-
18 in 2007 per the wellhead inspection form dated 3/26/07. The testing MW-18 back in February
and March of 2011 showed spikes of TPH-MO where there had been nothing before. As I
reported to you in my letter of July 20th, I believe the facts show this is from someone dumping
motor oil in the unlocked well and not a diesel spill at my station as Mr. Barton had asserted. I
should not be responsible for people dumping anything in wells your contractors are not locking.
Please advise on which Tuesday morning works best and I will continue trying to reach Mr.
Ramsey.
Sincerely,
Frank Guinta
cc: Attorney Arthur Barnes, 243 N.
