(Shaw) and has the following comments.
The Letter was written in response to a SJC/EHD directive to submit a feasibility study for
remediation of the groundwater contamination, which remains at very high levels onsite.
An adequate feasibility study was not submitted. In the letter Shaw made
recommendations of possible groundwater remedial technologies to consider, but they did
not review them in detail for this site. Shaw did make several recommendations for
moving forward with the site investigation, including evaluation of in-situ remediation
technologies for groundwater remediation, modification to the groundwater monitoring and
sampling routine and adding additional wells, and evaluation of the risk to human health
presented by the contamination remaining at this site. SJC/EHD has previously agreed to
modification of the groundwater analytical suite, discontinuing analysis for methyl tertiary
butyl ether and starting analysis for total petroleum hydrocarbons as diesel (TPHd).
In the Letter Shaw recommended resuming operation of the soil vapor extraction (SVE)
system located on site. Since issuing the letter, however, in conversation with SJC/EHD,
Shaw recommended removal of the unit from the site, which SJC/EHD agreed with. The
SVE system operated for approximately four years, and did accomplish remediation of
some vadose zone contamination. It did not appear to significantly impact the
concentrations of contamination in the groundwater.
SJC/EHD requested clarification of the reference Shaw has made to a possible waste oil
tank located at this site. Shaw stated in the Letter that their information about the
potential tank came from SJC/EHD records and referenced a sketched map that they
obtained from the SJC/EHD site file. SJC/EHD is aware of this map, but considers it to be
a rough hand drawn map showing the location of the underground storage tank (UST) that
was removed on February 7, 1996. There is no scale on the map, but it clearly marks a
distance from a tank to a pump island and labels the tank as a "550 gal. UG gasoline tank"
