The purpose of the meeting was to <br /> discuss and address the nature and extent of the above noted groundwater plume and to collaborate a <br /> strategy to abate the problem while reducing overall costs. <br /> Items Of Discussion: <br /> THE CURRENT STATUS OF ACTIVITY AT THE SITES. <br /> • 441 W CHARTER WAY-ARCO: The station was demolished and the tank system removed in <br /> February 1996. Subsequent investigation revealed predominantly vertical soil contamination from the <br /> tank pit area and parts of the dispenser areas. The soil generated from the tank removal work is <br /> being aerated and will be used to backfill the former tank pit area. After the site is restored to grade <br /> soil vapor extraction will be implemented at the site to abate the source areas. <br /> • 515 W CHARTER WAY -TRANSMISSION SHOP: An underground tank was removed from the site <br /> in February 1996. Low levels of contamination were indicated from the soil sampling. However, <br /> another tank previously located closer to the sidewalk on Lincoln Street is likely the source of the soil <br /> contamination evidenced in ARCO's adjacent monitoring well, MW#6. A workplan to investigate the <br /> soil contamination, to further define the groundwater contamination and to install remediation wells, if <br /> needed, will be submitted soon. This workplan will likely need to be put out to bid. The work will be <br /> conducted as soon as a contractor is chosen. <br /> • 508 W CHARTER WAY- CHEVRON: The existing tank system is tentatively scheduled for removal <br /> in June or July 1996. The tank system may be replaced but Chevron will not be the operator of the <br /> new system. <br /> 440 W CHARTER WAY -TEXACO: The soil vapor extraction system has been operating for the first <br /> quarter of 1996. An estimated 350 gallons of hydrocarbons has been removed to date. The system <br /> appears to be running efficiently and will continue to operate. <br /> IDENTIFICATION OF THE FULL EXTENT OF THE PLUME AND OTHER POSSIBLE SOURCES. <br /> • Ron Rowe of PHS-EHD will conduct a historic search to attempt to locate other possible sources to <br /> this plume. <br /> • The full extent of the groundwater plume has not yet been determined to the north and to the east. <br /> Monitoring wells to the north may be installed as part of the 515 W Charter Way scope of work. <br /> Another well to the east will be installed some time in the future when additional source information is <br /> available. <br /> CURRENT STATUS OF POTENTIAL FUNDING FOR COMMINGLED PLUMES. <br /> • Based on telephone conversations between PHS-EHD and the State Water Resources Control Board <br /> (SWRCB), language for this type of funding is at the Governors office pending approval. If approved, <br /> it will be added to pending legislation and could become effective in early 1997. PHS-EHD will keep in <br /> communication with the SWRCB so that all provisions for possible funding can be pursued by this <br /> group. <br /> A Division of San oaauin Countv Health Care Services <br />
