Mr. Donald Rodgers - 2 - 29 September 2009
515 West Charter Way, Stoco, San Joaquin County 0
• All onsite monitoring wells water levels will be taken quarterly for contouring purposes, to provide
groundwater flow direction during active system operation.
• All unscheduled interruptions to normal operations of the AS/SVE system will be reported by
email or phone call to me at the number listed below within 24 hours of discovery, and will include
a schedule for restart of the AS/SVE system.
• The systems decommissioning protocol will be subject to further review and potential
modifications at a future date.
• The FRAC Report will be expanded and renamed as a No Further Action Required Request
Report per the Appendix A — Reports, Tri-Regional Board Staff Recommendation for Preliminary
Investigations and Evaluation of Underground Tank Sites, April 2004, which is available as an
electronic download at
http//www.waterboards.ca qov/centralvalley/water issues/underground storage tanks/tri-
regionals appendix a.pdf .
• The Workplan did not include a comprehensive schedule for the fieldwork. Please provide a
schedule with dates proposed for each activity, by email to me within 30 days of receipt of this
letter, and keep me updated if the schedule changes.
In phone calls and emails with Shaw on 29 September 2009 and after reviewing GeoTracker, I
discovered that the San Joaquin County Environmental Health Department did not specify which
quarters were to be sampled in their July 2009 letters directing semi-annual monitoring for two USTs
cleanup sites near your site. Shaw stated Stratus Environmental, Inc. (Stratus) had notified them in
August 2009 that a coordinated sampling event between the ARCO, and Texaco (Shell) sites was
scheduled for the 4th quarter of 2009, which is out of sync with my 9 July 2009 letter to you directing
semi-annual sampling during the 1st and 3rd quarters. The Chevron (semi-annual monitoring) and
Columbo/Toscana (quarterly monitoring) UST cleanup sites are also coordinating their sampling
schedules with the above named sites. Additionally, Shaw did not receive a carbon copy of my
9 July 2009 letter and were unaware of the GeoTracker posting of my letter; so Shaw had agreed to
Stratus' proposed schedule for the 4th quarter sampling event on October 14th and 15th and did not
schedule a sampling event during the 3rd quarter. In order to preserve the coordination of the sampling
between the neighboring sites and your site, the sampling schedule for your site is now changed to 2"
and 4th quarters, with semi-annual monitorina reports due on the 301h day of each January and July, and
quarterly status reports (by email or letter) due on the 15th day of each April and October, until further
notice.
Please acquire all necessary permits and clearances to proceed with construction of the AS/SVE
treatment system, and also give me at least three working days notice prior to starting fieldwork. If you
have any questions you may call me at (916) 464-4615, or email me at jbarton@waterboards.ca.gov.
James L. L.
