Ms. Linda Turkatte
June 1.0, 1991
Page 2
In our first conversation of May 28, 1991,you called me to ask for an Executive Summary of the FRP that
was submitted to your office on January 29, 1991. You stated that the County was waiting for the Executive
Summary in order to put the FRP out for a 30-day public comment period. As I explained on the telephone,
the letter from the County received on November 26, 1991,states that"full-volume draft"copies of the FRP
were to be submitted to the County and the Stockton Public Library. No mention of the need for an
Executive Summary was ever made to either Shell or Delta. I also explained that we had. been previously
notified by Diane Hinson on March 21, 1991, that the public comment period was ovr, and we were
authorized to proceed with construction.
Based on subsequent conversations with you on May 29, 1991,it is the understanding of Shell and Delta that
an Executive Summary is not necessary, and you have placed advertisements in the appropriate newspapers
for the public review process as of June 2, 1991. You also stated that you have checked with the Stockton
Public Library to assure that the copy of the FRP sent to them by Delta on January 29, 1991, is still
available.
II f
In summary, Delta and Shell request that the following information be sent in writing to Shell:
,E
• A listing of the exact date of public notice issuance for the FRP.
• A copy of the newspaper article listing the public notice of review.
• A date when the current public comment period will cease.
• A date when Shell can expect a written response from the County as to the approval/disapproval
of the FRP.
Thank you for your attention in this matter. I
Sincerely,
DELTA ENVIRONMENTAL CONSULTANTS, INC.
Henry A. Dihm, P.E.
Project Manager
HAD:ecd
Enclosures
cc/enc: Ms. Laurie A.
