l Page 2 of 2
It sounds like they sampled soil in the new tank location before removing the old tank, and the PCBs
results were ND. The second figure shows a new waste oil tank adjacent to the old waste oil tank. Since
soil was ND for everything else for the old waste oil.tank and if PCBs were ND for the new waste oil tank,
then there is an argument that the PCBs probably would have been ND if sampled at the old waste oil
tank. I think it's close enough.
Also, I do not see a UST-3 on the November 1989 Inspection Report. Is UST-3 the new waste oil tank?
Jim Barton
James L. L. Barton P. I believe that
there were two waste oil tanks at the site. One 550-gallon waste oil tank(UST-3)was removed in June
1987. The first ynap shows the location of that waste oil tank, The second 550-gallon waste oil tank(UST-
5)was installed adjacent to the first waste oil tank(UST-3) and the second waste oil tank(UST-5)was
removed on November 14, 1989.
Soil from UST-3 was analyzed in duplicate for one PCB, 8010 compounds, 8020 compounds, gas, diesel
and motor oil and all results were non-detect. The one soil sample was not analyzed for metals.
Soil from UST-5 was analyzed for metals: cadmium, chromium, lead and zinc; gas, BTEX, total petroleum
fuel hydrocarbons, total recoverable oil and grease, 8010 compounds, 8270 compounds, but no
PCBs. Only metals were detected in the soil sample from UST-5. (I included the analytical data for the
sump and hoists 1 and 2.)
Please review the appended data and let me know.if your agency requires additional sampling.
Thank you, Jim.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton, California 95205
Phone: (209)468-9852
Email: vmccartney(a sicehd.com
i
11/22/2013
