(AGE) on your behalf for the groundwater monitoring
event conducted 16 March 2005. In addition, EHD has reviewed site records and data
for this site. EHD comments as follows:
Contaminant concentrations reported in the QR were as high as 980,000 micrograms
per liter (µg/I) total petroleum hydrocarbons quantified as gasoline (TPH-g), 100,000 µg/I
benzene, 290 µg/I methyl tert-butyl ether (MTBE) and 14 ltg/I 1,2-dichloroethane (1,2-
DCA). The concentrations of these and other contaminants not noted here exceed the
maximum contaminant level (MCL) for each contaminant established by the Department
of Health Services (DHS) for public drinking water. The QR notes that the vertical and
lateral extents of the contaminants have not yet been delineated.
By letter dated 03 September 2002, EHD had approved your work plan dated 16 July
2002, as modified during a 19 August 2002 conversation with your consultant, for
installation of 5 multi-level and 3 single completion ground water monitoring wells to
assess and monitor impacted ground water on and near the site. The multi-level wells
were to be completed across four depth intervals generally as follows: 28 to 48 feet
below surface grade (bsg), 80 to 85 feet bsg, 109 to 119 feet bsg and 140 to 150 feet
bsg. The four single completion wells were to be screened across first ground water,
generally 28 to 48 feet bsg. During March 2004, three of the proposed wells were
installed, MW-7 (single completion) and MW-8 and MW-9, both multilevel wells.
Installation of the remaining five wells was postponed to reevaluate and modify the work
plan, if necessary, due to access problems.
It has been 18 months since the fieldwork was interrupted and EHD has not yet received
a work plan addendum or notification that the remaining work in the work plan approved
three years ago was going to be completed. Your plume is not defined and the
concentrations reported in the quarterly reports are of significant concern. You are
directed to submit to EHD no later than 14 November 2005 a work plan addendum or
notification that the remaining scope of work in the approved work plan will be
implemented within 60 days of date of this letter.
