Mr. Khaldoon Othman
701 E. Charter Way, Stockton
In addition to not being defined, it appears that the contaminant concentrations are
increasing in many of the wells indicating the plume is both undefined and unstable. With
the high concentrations reported and the likelihood that significant contaminant mass is
migrating off-site, it is imperative that you initiate mass removal and gain hydrological
control of your plume. Therefore, you are directed to submit to EHD no later than
28 November 2005 a feasibility study for interim remediation of at least the impacted
shallow groundwater. Deeper impacted groundwater may also be addressed in the work
plan if necessary to control the plume.
Your quarterly reports have not been received in a timely manner to allow review of the
previous monitoring event results before the next event (or two events) have taken
place. You are directed to submit your quarterly reports within 60 days of the event to
allow proper review and comment or additional monitoring requirements if appropriate.
Please note that your drilling permits issued for the March 2004 work are no longer valid
and permit application(s) for the remaining scope of work must be submitted along with
the $89.00 permit fee and $297.00 inspection fee for each parcel involved in the work
plan. Also, if needed, copies of encroachment permits and easement agreements for
wells to be installed in the public right-of-way or on adjacent parcels must be submitted
to EHD before drilling permits can be issued. Please provide EHD with a minimum
advance notice of 2 working days prior to initiation of field activities.
Questions or comments may be directed to the undersigned by mail (address on letter
head), by e-mail at nhendersonQsicehd.com, or by telephone at (209) 468-3436.
Donna Heran, REHS, Director
Environmental Health Department
Nuel C.
