Charter Way, Stockton <br /> Page 2 of 2 <br /> In addition to not being defined, it appears that the contaminant concentrations are <br /> increasing in many of the wells indicating the plume is both undefined and unstable. With <br /> the high concentrations reported and the likelihood that significant contaminant mass is <br /> migrating off-site, it is imperative that you initiate mass removal and gain hydrological <br /> control of your plume. Therefore, you are directed to submit to EHD no later than <br /> 28 November 2005 a feasibility study for interim remediation of at least the impacted <br /> shallow groundwater. Deeper impacted groundwater may also be addressed in the work <br /> plan if necessary to control the plume. <br /> Your quarterly reports have not been received in a timely manner to allow review of the <br /> previous monitoring event results before the next event (or two events) have taken <br /> place. You are directed to submit your quarterly reports within 60 days of the event to <br /> allow proper review and comment or additional monitoring requirements if appropriate. <br /> Please note that your drilling permits issued for the March 2004 work are no longer valid <br /> and permit application(s) for the remaining scope of work must be submitted along with <br /> the $89.00 permit fee and $297.00 inspection fee for each parcel involved in the work <br /> plan. Also, if needed, copies of encroachment permits and easement agreements for <br /> wells to be installed in the public right-of-way or on adjacent parcels must be submitted <br /> to EHD before drilling permits can be issued.
