The committee requests
that all reports show iso concentration contours for Benzene , Toluene , Ethylbenzene
and Xylenes ( BTEX) besides iso contours for TPH-g .
The TRC recommends that an analysis for MTBE , an oxygenated gasoline additive in
use for two years in this area , be added to the next round of monitoring well
groundwater sampling scheduled for January 1996 . This analysis will have the
advantage of dating the release . The TRC will consider the contamination in BM-9 as
originating from a currently leaking offsite source if MTBE is isolated in this
monitoring well . An existing upgradient leak may still be considered , even if MTBE is
not isolated , as a reason for the level of contamination in BM-9 . In either case the
TRC requires characterization of the upgradient component of the plume .
The TRC concurs with your consultant's assessment that characterization of the
plume requires additional data from the subsurface of the 701 E Charter Way ARCO
station . Khaldoon Othman ( DBA ARCO) shall be responsible for this phase of the
investigation . ARCO may gather soil and groundwater data by installation of
monitoring wells , borings , or by pushpoint technology . Data from beneath the ARCO
station may suggest the presence of an existing leaking underground storage tank
( UST) . If a leaking UST is discovered then PHS/EHD will direct the ARCO station to
begin an investigation that complies with Article 11 of the California Code of
Regulations (CCR) . Darpetro shall install monitoring wells upgradient of the ARCO
station to characterize the upgradient portion of this plume if the investigation reveals
that there is no leaking UST at the ARCO station .
.4 Division of San Joaquin County Health Care Services
