I
M PUBLIC hEALTH SERV ICES
vp4u !1N c
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION y;
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Officer
304 E. Weber Ave., Third Floor • P. O. Box 388 • Stockton, CA 95201-0388
209/468-3420
L U)
KHALDOON OTHMAN
K&S GAS AND GROCERY MAO JAN 2 41995
701 E CHARTER WAY
STOCKTON CA 95206
RE : K&S Gas and Grocery
701 E Charter Way
Stockton , CA
San Joaquin County Public Health Services , Environmental Health Division has
reviewed the above referenced site because of the investigation of the former
Darpetro Exxon station at 749 E Charter Way.
The investigation of the Darpetro site has progressed to the characterization of the
offsite portion of the plume , down gradient (the downstream direction of ground water
flow) to the east, and up gradient (the upstream direction of ground water flow) to the
west, of the site . Your site is located west of the Darpetro site . Data from the
western most well at the Darpetro site , BM-9 , suggests the presence of an offsite
plume migrating down gradient onto the Darpetro site . The closest suspect source
up gradient of the Darpetro site is the ARCO station at 701 E Charter Way.
To eliminate the possibility that the ARCO station is the source of this up gradient
plume it will be necessary for you to begin a subsurface investigation to characterize
contamination of soil and ground water. If contamination is encountered in the soil ,
your site will be placed in the LOP program , and PHS/EHD will require additional
characterization and remediation of the contamination . If soil contamination is not
encountered , then your site will be eliminated as a possible source for the suspected
up gradient plume at the Darpetro site .
Since it is in your best interest to eliminate your site as a suspect site , and since you
are the currently registered underground tank operator, the investigation will be at
your expense . If your site is placed in the LOP program you will be eligible for
reimbursement from the state reimbursement fund for up to $999 , 999 . You will be
responsible for paying a deductible of $5 , 000 or $ 10 , 000 depending on your financial
status when you become eligible for the cleanup fund reimbursement.
A Division of San Joayuin County Health Care Services
