(APEX) on your behalf <br /> for the above-referenced site. The EHD had directed submittal of remedial action plan by letters <br /> dated 16 April and 22 July 2013. <br /> In the FS-RAP, APEX compared three methods to remediate the existing petroleum <br /> hydrocarbon-impacted soil and groundwater at this site. The methods included natural <br /> attenuation with engineering controls , dual-phase extraction by removing soil vapor and <br /> groundwater, and soil vapor extraction (SVE) with air sparging (AS) . APEX concluded that <br /> SVE/AS would be the most cost-effective method to remove petroleum hydrocarbon <br /> contaminants at the above-referenced site. <br /> APEX has proposed installing an SVE/AS system using the existing five SVE wells [VW-1 <br /> (formerly VEW-1 ) , VW-3 through VW-6 (formerly VEW-3 through VEW-6)] and existing AS well <br /> AS-2 (formerly VEW-2) . APEX has also proposed installing three additional AS wells (AS-3 <br /> through AS-5) at locations illustrated on Figure 22 of FS-RAP. <br /> The EHD has considered APEX's proposal to install an SVE/S system in the context of the Low- <br /> threat Underground Storage Tank Case Closure Policy (LTCP) implemented by the California <br /> State Water Resources Control Board on 17 August 2012. Groundwater collected from MW-5, <br /> screened between approximately forty-five and sixty-five feet below surface grade (bsg) , <br /> appears to be the most impacted well . In the December 2013 report, benzene was reported at <br /> 3 , 000 micrograms per liter (Ng/L) and methyl tertiary-butyl ether (MTBE) was reported at 36 <br /> lag/L in groundwater collected from MW-5. Current data are not available . <br /> The five soil vapor extraction wells installed in February 1996 are screened from approximately <br /> ten to forty-five feet bsg ; and air sparge well AS-2 is screened between fifty-seven and <br />
