Ruvalcaba, Cesar
From: Jon Lorente <jonl@efuelco.com>
Sent: Monday, May 13,2019 10:49 AM
To: Ruvalcaba,Cesar
Subject: Re:405 Vasconcellos Ave. Manteca, CA- SPCC Plan - PR0542543
Attachments: Monthly Inspection Records_Manteca.pdf
Inspector Ruvalcaba,
Thank you for the email. We have been working directly with the Manteca Fire Department to address the concerns with
the aboveground storage tank. I will send you a response regarding violation#203 after I speak with our manager to
confirm this was completed. I have also attached the inspection documents associated with violation#618 to show we
are actively completing our monthly inspections. Concerning violation#714,the high level monitoring device will be
installed on the tank when the contractor is onsite to take the second AST permanently out of service. The site owner
has been working with the city on the permitting for the replacement tank.
Thank you,
Jon Lorente
From: "Ruvalcaba, Cesar" <cruvalcaba@sjgov.org>
Date: Monday, May 13,2019 at 9:51 AM
To:Jon Lorente<jonl@efuelco.com>
Subject: RE:405 Vasconcellos Ave. Manteca, CA -SPCC Plan - PR0542543
Mr. Lorente,
I am following up on the three remaining violations for the site located at 405 Vasconcellos Ave.in Manteca.
The last communication relating to this is attached. I maybe that all is needed are statements of how the violations have
been addressed.Attached is a list of the remaining violation.
Violation#203—A statement indicating that plan is being implemented as written or appropriate corrective action will
be needed.
Violation#618—If inspection records for tanks do not exist,a corrective action statement which indicates the
inspections will be conducted and kept for three years will suffice. Submit current inspections for all tanks listed in the
plan.
Violation#714—Once a high level monitoring device is installed or its equivalent as allowed by regulations,a statement
will need to be submitted indicating the corrective action. The SPCC plan indicates visual gauges but the SP-001 report
indicates such devices are not present.
Be advised that the department may start charging for time assoicated with this matter.
FREE classes presented by N ES l nc. are available to all San Joaquin County Hazardous Waste, U nderground Storage Tank,
and Aboveground Petroleum Storage Facility Business Owners and Operators. List and schedule of classes can be found
here.
1
