This case does not meet all of the required criteria of the Policy. A summary
evaluation of compliance with the Policy is shown in Attachment 1 : Compliance with State
Water Board Policies and State Law. The Conceptual Site Model upon which the evaluation of
the case has been made is described in Attachment 2: Summary of Basic Case Information
(Conceptual Site Model). Previous Recommendations are included in Attachment 3: Previous
Recommendations. Highlights of the case follow:
This case is a commercial warehouse. An unauthorized release was reported in September 1988
following the removal of two gasoline USTs. An unknown volume of impacted soil was excavated
to a depth 19 feet in November 1988 . Soil vapor extraction and air sparging were conducted
between 2000 and 2005 , which reportedly removed 450 pounds of total petroleum hydrocarbons
as gasoline (TPHg) . Dual phase extraction started in October 2009 and presently ongoing ,
removed 4, 528 pounds of TPHg and 4 million gallons of contaminated groundwater. The rate of
extraction in June 2013 was approximately 3 pounds of TPHg per day. According to groundwater
data, water quality objectives have not been achieved .
The petroleum release is limited to the soil and shallow groundwater. According to data available
in GeoTracker, there are no supply wells regulated by the California Department of Public Health
within 1 , 000 feet of the Site. No surface water bodies have been identified within 1 , 000 feet of the
Site in files reviewed . Water is provided to water users near the Site by the California Water
Service.
FEUCIA MARCUS, CHAIR THOMAS HOWARD, EXECUTIVE DIRECTOR
1001 1 Street, SACrarnOnte, CA 95814 1 Mailing Address: P.O.
