2 BACKGROUND Page 2 <br />' 2. 1 SITE DESCRIPTION <br /> tThe site is located at 1045 West Charter Way, in Stockton, California A site location map is <br /> presented in Figure 1 A site location map showing the location of the site structure and limits of <br /> the excavation are presented in Figure 2 The property is located in an industrial area west of <br /> Highway 5, along West Charter Way, also known as Highway 4 <br /> The nearest surface water is the Stockton Deep Water Ship Channel,approximately one mile to the <br /> north The area is protected by dikes from surrounding the Stockton Deep Water Ship Channel <br /> waters The Stockton Deep Water Ship Channel waters are tidally influenced Groundwater is <br /> located at approximately 25 feet below mean sea level <br />' 2.2 SITE HISTORY <br />' A Phase I Preliminary Hazardous Materials Site Assessment (PSA) was prepared by Kleinfelder of <br /> Sacramento, California, and dated November 16, 1988 The PSA was prepared for Nomelhni <br /> Construction Company, Inc , a construction and tool rental operator <br /> Three underground storage tanks (USTs) formerly located at the subject site were removed in <br /> August, 1988 The tank numbers, sizes, contents and histories were as follows two 1,000 <br /> gallon fuel tanks (containing regular and unleaded gasoline, respectively) were excavated from an <br /> area bordering Charter Way and southeast of the warehouse building One 550 gallon waste oil <br /> ttank was excavated from a separate site The subsurface investigations that followed related to the <br /> presence of the two 1,000 gallon fuel tanks The tanks were reported to have stored unleaded <br /> gasoline and they may also have held kerosene at one time Analytical results of soil samples <br /> collected beneath the tanks indicated that petroleum hydrocarbons and gasoline related constituents <br /> were present in the soil beneath the two 1,000 gallon tanks Kerosene was not detected in the <br /> sods Constituents were detected below levels of concern in the sample collected beneath the <br /> waste oil tank Results of this investigation were presented in a Kleinfelder report dated <br />' September 22, 1988 <br /> According to the Kleinfelder Report dated June 14, 1989, additional soil was removed from the <br /> fuel tanks excavation on November 9, 1988 to furthei assess the extent of petroleum hydrocarbon <br /> contamination One section of the former tank pit excavation floor was removed from a depth of <br /> 11 to 19 feet below the ground surface Soil samples were screened for organic vapors using a <br /> photoionization detector(PID) Organic vapor readings were detected at 408 parts per million <br /> (ppm) from a sample collected at a depth of 19 feet within the former tank pit and 740 ppm from a <br /> 100 Shoreline Hwy, Suite 295 B • Mill Valley, CA 94941 • (415) 381-6456 FAX (415) 389-0423 <br />
