To% <br /> 9eb t - Y� L_Al2- cow • <br /> Chronology of events leading to the discovery of waste oil in the <br /> soil via the septic tank (Tank) and leach line/field. <br /> Prior Leaser Gregory Basso (Basso) began leasing the <br /> property in 1982 . However he subleased the <br /> property to two other trucking firms for a <br /> period one and a half years each prior to <br /> Basso occupying the property in October of <br /> 1985 . Prior to Basso leasing the property in <br /> 1982 it was occupied for a period of <br /> approximately 20 years by Tillie Lewis Foods <br /> and prior to Tillie Lewis leasing the property <br /> it was occupied by the owner (MKS Trucking) <br /> for approximately 25-30 years . And before the <br /> owner occupied the property it was owned and <br /> occupied by Nomellini Construction. With the <br /> limited research conducted we can not find <br /> anyone who is aware of the age of the Tank. <br /> February 1986 The current truck service man began working <br /> for Independent Trucking in Feb of 1986 . On <br /> his first day he was instructed to place all <br /> of the waste oil generated from servicing the <br /> trucks into the Tank. He stated that <br /> approximately 40-50 gallons of oil were <br /> deposited in the Tank per week. Additionally, <br /> he stated that only oil was placed in the <br /> Tank, no solvents or anti-freeze. He recalled <br /> that approximately every six months a waste <br /> oil company would come and pump out the Tank. <br /> Given this interval , we would be comfortable <br /> in assuming that roughly 1170 gallons of oil <br /> was placed in the Tank over a six month <br /> period. At that time, waste oil was purchased <br /> from generators and recycled. This practice <br /> was carried out for approximately one and one <br /> fourth years . And in the Spring of 1987 <br /> dumping in the Tank was discontinued and all <br /> oil was placed in an Above Ground Storage <br /> Tank. <br /> 1990 Beginning in 1990 we began experiencing <br /> problems with the toilets located in the shop. <br /> On a number of occasions Roto Rooter was <br /> called to the site and "snaked" the lines <br /> leading from the toilets to the Tank. <br /> Sept. . 1992 The toilets in the shop were clogged again and <br /> water was detected ponding on the ground <br /> surface in the area of the Tank. At that <br /> time, nothing was done about the problem. <br /> Additional portable toilets were delivered to <br /> the site. Discontinuing the use of the <br />
