Mr. John Welch • -2- • 6 June 1996
The extent of diesel contamination in the ground water near the former underground diesel tanks
and the area around the west and north side of the large engine shop building needs to be defined
with additional monitoring wells. We have stated this in three letters to you since September 1995.
If field work does not begin by 12 July 1996 to install additional monitoring wells on and off site,
we will recommend an enforcement action to the Executive Officer. The wells should be nortkeast
of SP-8, east of SP-3, northeast of MW-1 and northwest of MW-1.
By 28 June 1996, please submit a remediation plan which recommends specific cleanup measures
for the soil contamination still in place at the former diesel USTs and associated piping and for soil
and ground water at the former septic tank and leachfreld. In addition, quarterly ground water
monitoring should continue, but we suggest that a silica gel cleanup step be used prior to analyzing
for hydrocarbons (using the 8015M method)to help eliminate the possibility of reporting false
positives. The next round of sampling should also include analyzing for field-filtered lead and
VOCs(using Method 8010). If these constituents are not detected during the first round of
sampling, then they will not be required to be analyzed for during subsequent sampling events.
Please contact Mr. Joel Weiss at least 72 hours in advance of field work in case he wishes to observe
or obtain split samples. If you have any questions, you may call Mr. Weiss at(916) 255-3077.
WENDY L.
