STATE OF CALIFORNIA-Environmental ProtectionAgency • PETE WILSON Governor
CALIFORNIA REGIUrNAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION a
3443 Routier Road,Suite A _
Sacramento,CA 95827-3098
PHONE:(916)255-3000 - ---
FAX:(916)255-3015
5 June 1996
Mr. Gregory Basso
Independent Trucking
P.O. Box 6698
Stockton, CA 95206
SOIL INVESTIGATION NEAR THE FORMER ABOVEGROUND DIESEL STORAGE
TANKS, INDEPENDENT TRUCKING FACILITY, STOCKTON, SAN JOAQUIN COUNTY
I have reviewed the 19 October 1995 Soil Assessment Report prepared by Kleinfelder for the
Independent Trucking facility in Stockton. The report presents the results of soil sampling adjacent
to two former aboveground diesel storage tanks at the site. Six borings were drilled to approximately
25 feet below the ground surface with soil samples taken at approximately five foot interval. Surface
samples also were collected at the same six locations.
The analytical results show up to 3,400 mg/kg of total petroleum hydrocarbons as diesel at the surface
and up to 3,900 mg/kg at 10 feet below the ground surface. In at least one boring (AB-2) contamination
was noticed visually in the coarser sediments encountered up to 20 feet deep although the analytical
results showed no detectable concentrations. The channeling of liquid spills through preferential
pathways in the subsurface makes borings prone to the "hit and miss" phenomena.
Kleinfelder has recommended excavating contaminated soils with confirmation sampling. I agree with
these recommendations although the excavation area should encompass the area around borings AB-2,
AB-4 and VB-1, and AB-3. By 28 June 1996; please submit a work plan to conduct the remedial work
and include a schedule with particular calendar dates.
If you have any questions, you may call me at (916) 255-3077.
 L=
JOEL M.
