' STATE OF CALiFpRNIA-Environmental Protection Agency <br /> ' CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD PETE WILSON Governor <br /> CENTRAL VALLEY REGION <br /> leRoutier Road,Suite A ,icy <br /> mento, CA 95827.3098 <br /> ' PHONE (916)255.3000 `— <br /> FAX (916)255-3015 <br /> �4wm <br /> ' 6 June I996 <br /> Mr John Welch <br /> ' Attorney at Law <br /> 3620 West Hammer Lane, Suite B <br /> Stockton, CA 95219 <br /> ' SOIL AND GROUND WATER INVESTIGATION AND CLEANUP, INDEPENDENT <br /> FACILITY, 1145 WEST CHARTER WAY, STO KTON SAN OAQUIN COUNTY TRUCKING <br /> ' We have reviewed the 8 May 1996 First Quarter 1996 Ground Water Monitoring Report and <br /> Results of Soil Probe Work prepared by William Hunter& Associates for the Independent Trucking <br /> facility in Stockton The report presents the results of soil and ground water sampling from 10 <br /> geoprobe-type "borings" and the five ground water monitoring wells at the site The results show <br />' that much of the soil contamination found is near the capillary fringe as a smear zone caused by <br /> contaminated ground water The known sources of contamination are the former underground <br /> diesel tanks and associated piping, a former underground waste oil tank, former aboveground diesel <br />' tanks, and a former underground septic tank used for disposal of oily wastes The Nomellim <br /> property to the east is a likely source for the gasoline contamination found in the ground water <br /> below the eastern part of the Independent Trucking site An unknown source of gasoline has <br /> 1 contributed to the contamination found below the western portion of the Independent Trucking <br /> facility <br />' Based on the data obtained so far, it is clear that further work needs to be done in order to fully <br /> define the extent of contamination and begin Implementing remedial measures Ms L iride, T„rkette <br />' of the San Joaquin County Department of Public Health Services has advised us that a vapor <br /> extraction/air sparging system will begin operating this summer at the Nomellini property to begin <br /> remediating contamination at that site However, it is unclear whether the new system's capture <br />' zone will extend onto the Independent Trucking property San Joaquin County is the lead regulatory <br /> agency for the Nomellini cleanup <br /> Although the approved 5 December 1995 Work Plan for Additional Site Investigation called for at <br /> least four additional monitoring wells on the Independent Trucking site, these wells were not <br /> installed Mr Hunter believes that these wells are not necessary, but we disagree with this The <br /> 5 December Work Plan also stated that Independent Trucking was in the process of obtaining a <br /> trespass agreement with the owner of the property to the west so that soil/water probes could be <br /> placed on that site, if deemed necessary Because the samples taken from the western boundary of <br /> the Independent Trucking facility were contaminated with gasoline and other petroleum products, <br /> it is clear that investigation onto the property to the west would have been appropriate, but this did <br /> not occur <br /> f RECEIVED r ' 0 1 1996 <br />
