EQUIPMENT COMPANY
SAN JOAQUIN COUNTY
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO. R5-2008-0149-049
FOR
IN-SITU GROUNDWATER REMEDIATION AT SITES WITH VOLATILE ORGANIC
COMPOUNDS, NITROGEN COMPOUNDS, PERCHLORATE, PESTICIDES,
SEMI-VOLATILE COMPOUNDS AND/OR PETROLEUM HYDROCARBONS
FOR
FORMER J.M. EQUIPMENT COMPANY
1245 WEST CHARTER WAY
STOCKTON, CA
This Monitoring and Reporting Program (MRP) describes requirements for monitoring a
groundwater injection treatment system. This MRP is issued pursuant to Water Code Section
13267. The Discharger shall not implement any changes to this MRP unless and until a revised
MRP is issued by the Executive Officer. As appropriate, Regional Board staff shall approve
specific sample station locations prior to implementation of sampling activities.
All samples should be representative of the volume and nature of the discharge or matrix of
material sampled. The time, date, and location of each grab sample shall be recorded on the
sample chain of custody form.
GROUNDWATER MONITORING
1. As shown on the attached Figure 1, there are eleven existing groundwater monitoring wells
(MW-1 through MW-10 & MW-109), eleven injection wells (IW-1 through IW-11) and three
observation (OW-1 through OW-3) wells at the site. In January 2014, three additional
injection wells (IW-5, IW-6 & IW-7) were installed. In April 2014 four additional injection wells
(IW-8, IW-9, IW-10 & IW-11) will be installed. The groundwater monitoring and reporting
program (MRP) for the groundwater monitoring wells and any groundwater monitoring wells
installed subsequent to the issuance of this MRP, shall follow the schedule below.
Groundwater monitoring wells with free-phase petroleum product or visible sheen shall be
monitored, at a minimum, for product thickness and depth-to-water (DTW). Sample collection
and analysis shall follow standard Environmental Protection Agency (EPA) protocol.
For the purposes of the proposed H2O2 injection remedial action, the wells have been
divided and identified as background wells (MW-7), treatment zone wells (also referred to as
performance indicator wells; (OW-2 and OW-3, MW-4, MW-5, and MW-9), transition zone
wells (MW-6 and MW-8), and compliance zone wells (MW-2 and MW-3). Well MW-5 will be
used as the observation well for IW-4, as shown on Figure 1.
