confirmed to be functional during the monitoring system certification activities on February 14, <br />2007. <br />CCR 2712(b) — Several monitoring alarms occurred that were not documented properly. <br />o Disp 1-2: Sensor out July 17, 2006 <br />0 87 Fill Sump: Sensor out November 21, 2006 <br />0 89 Fill Sump: Sensor out November 21, 2006 <br />0 91 Fill Sump: Sensor out November 21, 2006 <br />These alarms were not written on the monitoring log and/or on the designated operator's <br />monthly inspection reports. Provide a cause of these alarms. <br />The Inspection Report states that at the time of the inspection, the alarms above-mentioned were <br />not documented in the monitoring log or the designated operator's monthly inspection reports. <br />The alarm that occurred on July 17, 2006 was addressed by our maintenance contractor, EliteIV. <br />According to EliteIV, the L7 from Dispenser I/2 sensor out alarm had caused the site to shut <br />down. On July 17, 2006, EliteIV completed the repairs (Attachment B). The alarms that <br />occurred on November 21, 2006 were addressed by our maintenance contractor, Gettler-Ryan, <br />Inc. According to Gettler-Ryan, Inc., the fill sump alarms were caused by another maintenance <br />contractor, Wayne Perry, doing repairs on the fill and turbine sumps. The technician from Wayne <br />Perry had bumped the sensors during the repairs. On November 21, 2006, Gettler Ryan <br />completed the repairs (Attachment Q. <br />• HSC 25291(e) — Water was found in Dispenser 1/2. Dispose of properly. <br />The Inspection Report states that at the time of the inspection, liquid was observed in the under <br />dispenser containment (UDC) unit in Dispenser 1/2. During the monitoring system certification <br />testing activities, the manager removed the water from the UDC as documented by the testing <br />contractor, Tanknology (Attachment D). <br />It is BP West Coast Products' policy to address deficiencies, issues of concern, and/or agency <br />request regarding our gasoline retail facilities immediately. With the transmittal of this letter, it is <br />our understanding that the items of alleged non-compliance associated with the inspection <br />conducted on February 14, 2007 have been resolved.
