A N )J 0 A Q U INAMENDED <br /> Environmental Health Department <br /> 0 N'F ',` 1.7-e 51161 ! <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FLYING J TRAVEL PLAZA#618* 1 1501 N JACK TONE RD, RIPON May 08, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II,or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> Water was found in the Biodiesel (tank#8) fill, STP and Vent sumps. Secondary containment shall be constructed to <br /> prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. Immediately remove this <br /> liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. <br /> Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the <br /> Biodiesel(tank#8)fill, STP and Vent sumps under permit and inspection of the EHD, if required. <br /> This is a repeat violation, Class ll. <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> Owners or operators of underground storage tanks that do not meet California Code of regulations, title 23 division <br /> 3, chapter 16 section 2635(c)(2) shall test overfill prevention equipment once by October 13th, 2018 and every 36 <br /> months thereafter; and within 30 days of the date of a repair. The site conducted the test on Diesel product (tank#1) <br /> Diesel product (tank#2), Diesel product(tank#3), 87 product (tank#4), 91 product (tank#5), Diesel(tank#6) and <br /> Biodiesel product(tank#8) on 12/13/18, over two months late. Ensure to conduct overfill prevention equipment <br /> inspection within the time frame provided by the regulation and submit test results within 30 days of performing the <br /> inspection. Ensure a 48 hour notification is provided to EHD prior to conducting the inspection. Take all necessary <br /> precautions to ensure testing is performed in a timely manner. <br /> Oil water separator (Tank#7) In the tank forms under overfill protection, it states"audible and visual" as the means <br /> of overfill however based on the installation date of the tank (1994)"audible and visual' cannot be used as the only <br /> means of overfill. For a regulated new UST, an "Audible and visual"overfill can be used with Ball floats, or with <br /> double wall vent line, and double wall riser pipe. Ensure the correct overfill protection is used and listed for the oil <br /> water separator(tank#7) <br /> Furthermore, overfill prevention equipment inspection for the oil/water separator(tank#7) has not been performed <br /> and it was due by October 13th, 2018. Take all necessary precautions to ensure testing is performed in a timely <br /> manner. Immediately schedule this test and provide 48 hours notification to the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Due to unavailability of San Joaquin County Environmental Health department inspectors and the size of the site, <br /> an inspector from the San Joaquin county environmental health department was not present during the entire <br /> monitoring system certification conducted on 5/8/19. The inspector was able to witness, during the 5/8/19 and <br /> 5/9/19 inspection inside the under dispenser containment submersible turbine pump sumps, fill sump, transition <br /> sump and spill containers of the UST system. EHD awaits the monitoring system certification results to review the <br /> functionality and communication of the monitoring system. Ensure the monitoring system certification is submitted <br /> to EHD within 30 days of the testing date. <br /> An inspection checklist was provided to the facility operator at the time of inspection.
