Box 388 • Stockton, CA 95201-0388 �iFoa <br /> (209) 468-3420 <br /> C (DMDW <br /> MELITTA ELMORE <br /> ENVIRONMENTAL HEALTH AND SAFETY <br /> FOURTH and JACKSON STREET E _ 0 <br /> OAKLAND CA 94660 h 1 1995 <br /> RE: Safeway Meat Processing Plant SITE CODE: 1194 <br /> 1111 Navy Drive, Stockton <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) has <br /> reviewed the fourth quarter quarterly monitoring report dated December 16, 1994, submitted by <br /> ERM- West, Inc. and the January 13, 1995 letter from you regarding the above referenced site. <br /> The site status section of the report states that with the three recent sampling events, once a year <br /> sampling for TPH-diesel and measurement of groundwater elevation should be sufficient to <br /> monitor any change in groundwater status. The report also states that because detections of diesel <br /> fuel have routinely been below 1000 ug/l, Safeway believes that no remedial action is warranted <br /> at this site. <br /> Your letter states that the groundwater is not considered usable, Diesel is present in trace <br /> concentrations, cleanup and abatement is complete because the soil was remediated and <br /> groundwater wells were installed, and you request closure. <br /> In response to the report and your letter PHS/EHD has the following comments: <br /> 1) All groundwater in San Joaquin County is considered of beneficial use according to the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB) Resolution 92-49. <br /> 2) The concentrations of diesel in the three monitoring wells ex qed the Tri-Regional <br /> guidelines and the LUFT manual concentrations for allowable levels. Diesel is considered <br /> below cleanup levels at 50 ppb. Diesel concentrations in the monitoring wells at your site <br /> were MW-4 320 ppb, MW-5 510 ppb and MW-6 180 ppb on November 21, 1994. <br /> 3) Previous reports submitted by you indicate that there is still contaminated soil at this site <br /> and the groundwater plume has not yet been defined. <br /> As stated in the PHS/EHD letter to you dated October 17, 1994 the March 1, 1994 Appendix <br /> B of the Tri-Regional Guidelines for Preliminary Evaluation and Investigation of Underground <br /> Tank Sites prepared by the CVRWQCB does allow for residual contamination to be left in place <br /> if the contamination poses no risk or minimal risk to the environment, or removal or treatment <br /> A Dkision of San Joaquin County Health Care Services <br />
