PHS/EHD will accept a feasibility study/risk assessment from Safeway to evaluate a corrective action plan for groundwater remediation. The feasibility study/risk assessment shall include data to support an estimation of the lateral extent of the existing plume. The current data suggests that the existing monitoring wells are within the plume. The lateral and vertical extent of the plume must be determined so that a more accurate estimation of the remaining mass of contamination can be calculated. PHS/EHD recommends that Safeway submit a workplan to define the lateral and vertical extent of the plume along with a permit for additional borings or monitoring wells to this office by March 1, 1995, You may request to present your case for closure to the PHS/EHD Technical Review Committee. Your case presentation will be in the format of a site closure. Your closure report should adhere to the format in appendix B to be acceptable for committee review. I have enclosed a copy of Appendix B with this letter. A written request to present your case may be submitted to PHS/EHD instead of a workplan by March 1, 1995. The closure report may be submitted by April 1, 1995 and you will be notified of the next available TRC meeting. The quarterly sampling and reporting requirements stated in Article 11 Section 2723 and Article 5 Section 2652 (d) of the California Code of Regulations shall remain in effect until the investigation and cleanup are complete.
