Mr. Sasson '"OW Page 2
PHS-San Joaquin County
1. The groundwater is not considered usable. Cal Water is
no longer pumping groundwater from a pumping station
located about 1/4 to 1/2 mile east of the site. The
pumping station #72 has been inactive since 1978. The
reason for discontinuing pumping at the well is poor
water quality influenced by the intrusion of the Delta
salty water and methane gas generated from organic decay.
It was noted by Cal Water that most of the water wells on
the west side of Stockton have been closed because of the
Delta influence.
2 . The volatile components of diesel (benzene, toluene,
ethylbenzene, and xylenes) have all been reported below
drinking water standards within the Safeway wells.
Diesel has been reported in trace concentrations; there
are no drinking water standards for diesel.
3 . There are at least three other underground tank sites
within the Safeway area that are undergoing varying site
assessments. one site is located south of Navy Drive and
about two hundred yards from Safeway; two other sites are
located southeast of Safeway. The groundwater flow
direction in the area has been variable and is at a steep
gradient (about 0. 027 ft/ft) . This gradient is unusually
steep and could be influenced by local groundwater
pumping. Until the influence of the steep groundwater
gradient and variable direction can be determined, there
is no reason to consider further site assessments.
4 . Safeway has no control nor have we contributed to the
coliform reported in the groundwater samples. The
coliform concentrations exceed drinking water standards,
and are indicative of a pathway for which other
contaminants can enter groundwater.
5. In accordance with State Water Resources Control Board
Resolution Number 92-49, Safeway has used several of the
suggested cleanup and abatement methods (Section III E of
the Resolution) - source removal of the underground tanks
and fuel, excavation and extraction of soils local to the
tank site, and bioremediation of the soils. After source
removal and preliminary site assessment in accordance
with the State LUFT manual, a series of groundwater
monitoring wells were installed by Safeway to monitor
groundwater quality. The reported results indicate that
the groundwater has not been impacted to the extent that
beneficial use of the local groundwater is diminished.
