SAFEWAY MEAT PACKING FACILITY, STOCKTON, CALIFORNIA <br /> TIER II RisK BASED CORRECTTVE ACTION <br /> FEBRUARY 26, 1996 <br /> PAGE 3 - 2 <br /> conditions at the Stockton site inhalation of COIs volatilizing from the groundwater and emitted <br /> to ambient (outdoor) air, and, inhalation of COIs volatilizing from the soil and emitted to <br /> ambient air The following pathways are incomplete for routine conditions but may be complete <br /> under other, limited circumstances, such as construction <br /> • Direct exposure pathways (i e , soil ingestion, dermal contact with soil, and inhalation of <br /> soil particulate) to surface soil are incomplete for routine conditions The surface area at <br /> the site is paved with concrete, thus there is a barrier between people and the surface soil <br /> In addition, the COIs and TPH within the vadose zone are found at depths of greater than <br /> 20 feet below the ground surface in the vicinity of the former tank field and at 3 feet in <br /> the soil around the former tank fuel Imes Thus, even the loss of the concrete cap would <br /> not result in direct exposure pathways becoming complete However, the direct exposure <br /> pathways may be complete for a limited duration as a result of future soil excavation <br /> required to conduct repairs, site reconstruction, and/or reuse of the former tank field area <br /> Consequently, the RBCA exposure pathway for surface soil (excavated soil) has been <br /> calculated as a potentially complete exposure pathway <br /> • Exposures to chemicals volatilizing from soil and groundwater into an enclosed building <br /> (two of the ASTM exposure pathways) are incomplete since the nearest building is <br /> approximately 100 feet away from the former tank field <br /> • Indirect exposures to subsurface soil as a result of drinking groundwater impacted by the <br /> soil through leaching is incomplete Groundwater for potable use is not extracted in the <br /> vicinity of the Stockton Meat Plant as a result of salt water intrusion This water is <br /> unlikely to be extracted for a beneficial use in the foreseeable fixture because of this <br /> intrusion However, to assess the potential long-term effect of the soil on the groundwater <br /> quality, SSTLs through this pathway have been calculated within this study <br /> The site is the location of a meat packing facility and is located in an industrial portion of <br /> Stockton For the foreseeable future, the site and surrounding neighborhood will remain as a <br /> comm ercnal/industrial zone Consequent, the receptor for the analysis is an industrial/commercial <br /> worker Residents have not been considered <br /> 0131CDJ1 <br />
