Cotulla : <br /> The purpose of this letter is to request direction and discuss <br /> alternatives in obtaining a well permit variance to install <br /> treatment wells within 50 feet of an industrial sewer line at <br /> the Highway 12 site . Mr . Dave CarlB has been assisting me in the <br /> pursuit of the permit and has re erred me on to you for final <br /> decision regarding alternatives and final disposition of the <br /> permit. <br /> There is an ordinance currently in raft form designed to protect <br /> drinking water from sewage contamin tion. As the ordinance is in <br /> draft form and cannot be issued to the gublic, I will briefly <br /> outline my understanding of the requirements . The ordinance <br /> addresses the placement of wells within 50 feet of sewer lines, <br /> as these wells may create conduits for the transfer of sewer <br /> leakage to water supplies . Before a variance may be granted to <br /> install a well within 50 feet of a sewer line, the sewer line <br /> i must be either 1 ) pressure tested, or 2 ) internally inspected <br /> with a television camera for cracks or pipe failures . In <br /> ` addition, bacterial -tests- must be performed on the wells -to . check <br /> for sewage contamination on a monthly basis . <br /> The apparent purpose of the ordinance is to protect groundwater . <br /> Kayo ' s purpose is to clean up the groundwater beneath our site <br /> that has been contaminated with gasoline . The purpose of the <br /> wells we are requesting to install is to remediate contaminated <br /> groundwater . The shallow or first encountered groundwater at <br /> this site has gasoline constituents above state action limits and <br /> i in some wells free floating product has been found . The water <br /> beneath the site, which the draft ordinance is acting to protect, <br /> t is currently contaminated and is re uired to be remediated by the <br /> California State Regional Water Quality Control Board . The <br /> ordinance is working to block installation of the remediation <br /> system injection/withdrawal wells . <br /> 21-493S <br />
