KAYO OIL
COMPANY 1221 East Main Street Chattanooga, TN 37908-1696
K 6
(615)755-9330
August 22, 1988
I
I
Ms . Laurie Cotulla ,,s ? '
San Joaquin Health District
P. O. Box 2009
Stockton, CA 95201 NVIRO IT/SERVICES
f REJII'/
F
RE: Well Permit Variance for Wells
within 50 feet of a Sewer Line
_ -1800 East Highway 12 _.
Lodi, CA
F
Dear Ms . Cotulla :
The purpose of this letter is to request direction and discuss
alternatives in obtaining a well permit variance to install
treatment wells within 50 feet of an industrial sewer line at
the Highway 12 site . Mr . Dave CarlB has been assisting me in the
pursuit of the permit and has re erred me on to you for final
decision regarding alternatives and final disposition of the
permit.
There is an ordinance currently in raft form designed to protect
drinking water from sewage contamin tion. As the ordinance is in
draft form and cannot be issued to the gublic, I will briefly
outline my understanding of the requirements . The ordinance
addresses the placement of wells within 50 feet of sewer lines,
as these wells may create conduits for the transfer of sewer
leakage to water supplies . Before a variance may be granted to
install a well within 50 feet of a sewer line, the sewer line
i must be either 1 ) pressure tested, or 2 ) internally inspected
with a television camera for cracks or pipe failures . In
` addition, bacterial -tests- must be performed on the wells -to . check
for sewage contamination on a monthly basis .
The apparent purpose of the ordinance is to protect groundwater .
Kayo ' s purpose is to clean up the groundwater beneath our site
that has been contaminated with gasoline . The purpose of the
wells we are requesting to install is to remediate contaminated
groundwater . The shallow or first encountered groundwater at
this site has gasoline constituents above state action limits and
i in some wells free floating product has been found . The water
beneath the site, which the draft ordinance is acting to protect,
t is currently contaminated and is re uired to be remediated by the
California State Regional Water Quality Control Board . The
ordinance is working to block installation of the remediation
system injection/withdrawal wells .
21-493S
