Laurie Cotulla <br /> San Joaquin Health District <br /> RE: Lodi - Highway 12 <br /> Page -2- <br /> The wells Kayo is requesting to install within 50 feet of the <br /> sewer will be properly sealed upon installation and abandoned <br /> upon completion of the project . <br /> Kayo has been acting in good faith to meet the requirements of <br /> the ordinance so as to proceed with site remediation in a timely <br /> manner, but it appears for this site that the requirements may be <br /> impossible or extremely difficult to meet . The sewer line <br /> beneath the site was constructed in 1947 of end-butt concrete <br /> pipe 30 inches in diameter . D scussions with the sewer <br /> department indicate a pressure tes for this section would most <br /> surely fail, and not meet our purposes in any event as : 1 ) ,the <br /> distance between manhole covers is approximately 2, 000 feet, so <br /> that would be the section length of pipe which could be tested <br /> and an end-butt concrete pipe installed in 1947 would probably <br /> show a leak for that section length even if no crack or failure <br /> was present; 2 ) they could not be performed until October 15 as <br /> the line is in current use by Pacific Coast Producers to carry <br /> cannery waste- on a round-the-clock basis until the end of canning <br /> season on that date . <br /> Television inspection cannot be useto inspect the pipe until <br /> October 15 as the line will be zip pro <br /> imately 1/2 full until then . <br /> No side lines or shunting lines exis to divert the flow so that <br /> it could be inspected . The State Water Board and Kayo Oil would <br /> like to proceed with installation of the remediation system <br /> before October 15th. <br /> If some test or indication to show if the sewer line is leaking <br /> is required before the issuance of a well permit, I would suggest <br /> ground penetrating radar (GPR) be employed to check for leaks . <br /> GPR can detect changes in soil moisture or "wet spots" with a <br /> resolution range in the order of inches . If required, the line <br /> could be radar surveyed for wet spots indicating pipe leaks . <br /> I am requesting well permits be issued to construct the <br /> remediation system at this site . I agree with the spirit of the <br /> new ordinance to protect our groundwater supplies . In this <br /> instance, I feel it would be acting to hinder the remediation of <br /> contaminated groundwater present at the Highway 12 station. <br /> In summary, the wells Kayo is proposing to construct are <br /> remediation wells constructed into shallow, gasoline contaminated <br /> groundwater . The wells will be properly sealed and abandoned <br /> upon completion of the project . Pressure testing is not feasible <br /> due to the age and length of pipe section that can be tested .
