EL DORADO ST., FRENCH CAMP, <br /> SAN JOAQUIN COUNTY _ <br /> Our 27 July 2004 Order under Section 13267 of the California Water Code (order), ordered you to <br /> submit a report (Report) by 15 September 2004 of the following items: 1) the installation of four <br /> groundwater monitoring wells, 2)the destruction of your onsite supply well, and 3) a new work plan if <br /> the investigation did not delineate the vertical and lateral extent of contamination. Your letter of <br /> 3 September 2004 requested an extension until 30 November 2004, so that your new consultant, <br /> ATC Associates, Inc. (ATC)might have "...time to review the approved Workplan for Further <br /> Groundwater Investigation...and to schedule field activities." Your request was granted by our letter of <br /> 14 September 2004. <br /> The Well Installation Report(WI Report), received 29 December 2004, includes a description of the <br /> October 2004 installation and sampling results of four new groundwater monitoring wells (JLM-12 <br /> through JLM-15) and the fourth quarter of 2004 groundwater monitoring results of the three prior <br /> installed monitoring wells, JLM-3 through JLM-5. The WI Report states that 1,2-dichlorethane (1,2- <br /> DCA) was detected in groundwater from JLM-13 at 630 Itg/L, which is an order of magnitude higher <br /> than the previously reported maximum 1,2-DCA concentration of 40 µg/L, and three orders of <br /> magnitude above the California Maximum Contaminant Level of 0.5 ttg/L for drinking water. JLM-13, <br /> shown on Figure 2 (enclosed) of the WI Report, is approximately 55 feet southeast of your onsite supply <br /> well. Groundwater gradient this quarter was towards the southeast, in contrast to the southwest direction <br /> reported during the first quarter of 2004. Groundwater gradient was approximately 0.001 ft./ft. Depth to <br /> water varied from 28.77 feet to 29.71 feet below ground surface. <br /> Comments: <br /> 1. The WI Report does not include confirmation of the destruction of the onsite supply well. The <br /> WI Report states that ATC is awaiting well construction plans for the well, but does not give a <br /> schedule for completion of the above Item 2, only that a workplan for well destruction will be <br /> submitted after receipt of the well construction plans. On 3 January 2004 I phoned Todd Haf ier, <br /> ATC to discuss the WI Report. I asked for further clarification on why the destruction of the onsite <br /> supply well had not occurred, and requested a schedule for the destruction of the well. Mr. Hafner <br /> replied that Mike Infurna, San Joaquin County Environmental Health Department (SJCEHD)was <br /> requiring submittal of the onsite supply well construction plans (plans) for approval of the well <br /> abandonment permit, that the plans would be received soon, and that ATC's well destruction <br /> California Environmental Protection Agency <br /> 0d Recycled Paper <br />
