EL DORADO ST., FRENCH CAMP, <br /> SAN JOAQUIN COUNTY <br /> On 31 December 2003,I approved your 25 November 2003 Workplan for Further Groundwater Investigation <br /> (Workplan),to install the additional groundwater monitoring wells requested in my letter of 10 October 2003. <br /> Subsequently I reviewed the 4 May 2004 First Quarter 2004 Report(Report),prepared on your behalf by <br /> Upgradient Environmental Consultants(UEC). Page 4 of the Report states: "The Regional Water Quality <br /> Control Board has requested the RP to install additional monitoring wells to more fully define the limits of <br /> groundwater contamination. This work has been delayed until Mr. Fisk receives reimbursement from the State <br /> UST Cleanup Fund for the work that was completed during the first half of 2003. The Fund requested revised <br /> documentation pursuant to the February 2003 reimbursement request. The revised documents were submitted in <br /> July 2003, but full payment has not been received." <br /> All three monitoring wells at the site are impacted by groundwater contamination. Additional monitoring wells <br /> are necessary to complete lateral definition of the groundwater plume. I recognize the economic importance of <br /> receiving CUF monies,however, execution of work directed by Regional Board staff is not contingent upon prior <br /> CUF payment. Therefore you are directed to complete installation of the additional groundwater monitoring <br /> wells no later than 1 July 2004 per the approved Workplan. Failure to comply with this directive may result in <br /> formal enforcement action and/or denial of your CUF eligibility. <br /> I discussed the status of your CUF claim with Mark Owens of the CUF. Mr. Owens reviewed the file for your <br /> site, and stated that an invoice from a subcontractor does not appear to be related to this site. Your claim is <br /> pending until the correct invoice is submitted. Mr. Owens suggests that you contact Linda Sanborn, CUF (916) <br /> 341-5768 to receive additional assistance and clarification on your claim. <br /> The Report also states: <br /> • Groundwater flow direction was southwest for the first time since monitoring began in June 2002. <br /> • Methyl tert-Butyl Ether(MtBE, 26 µg/L) and tert-Butanol Alchohol (TBA, 11 µg/L)have migrated into <br /> downgradient monitoring well JLM-4. <br /> • "Which laboratory's EPA 8015A data are more accurate is unknown." When UEC changed laboratories <br /> (labs) this last quarter,the concentration data showed a rise in levels of contaminants. In the <br /> Recommendations section,UEC requests that next quarter's groundwater samples be sent to three <br /> separate labs,McCampbell Analytical Inc.(McCampbell),Exochem Analytical Laboratories (Exochem), <br /> and an unspecified lab,for comparison. <br /> California Environmental Protection Agency <br /> rLa Recycled Paper <br />
