As requested in our
16 August 2001 letter,Upgradient proposes to complete two soil borings to define the extent of soil and
groundwater contamination remaining at the subject site, and analyze samples for fuel oxygenates.
Upgradient proposes to collect soil samples from 30 feet to first water(estimated at 40 feet) at the first boring, and
from 10 to 35 feet in the second boring. A groundwater grab sample will be collected at the first boring, and also
from the second boring if soil contamination is identified. A minimum of one soil sample from each boring and
both water samples will be analyzed for TPHg and BTEX by EPA Method 8015/8020, for MtBE,TBA,DIPE,
TAME, ETBE, ethanol, methanol, 1,2-dichloroethane, and ethylene dibromide by EPA Method 8260B, and for
lead by EPA Method 6010. Board staff believes this work is appropriate and necessary to identify the extent of
soil and groundwater contamination at the subject site.
By 20 November 2001,please submit a Preliminary Investigation and Evaluation Report(PIER)to this office and
to the San Joaquin County Environmental Health Division(County)to document soil and groundwater
investigation activities and analyses completed during this additional characterization event. The PIER must
include well construction details for the on-site domestic well,as was requested in our 16 August 2001 letter.
Submit the pre-approval with your workplan and regulatory approval letter to the Cleanup Fund in a timely
manner to avoid delays that may result in failure to meet this due date. All local drilling permits must be obtained
through the County prior to beginning work.
Please notify me at least five business days prior to any site work to schedule an inspection appointment.
