1.0 Introduction <br /> This Phase I Environmental Site Assessment (ESA) was performed for the property <br /> known as the Channel Head Parking Lot southwest of the intersection of El Dorado Street <br /> and Weber Avenue, in Stockton, California, by Black & Veatch for the City of Stockton <br /> (City). This Phase I ESA consisted of records review, site reconnaissance, and this Phase I <br /> ESA report. The site reconnaissance visit was conducted on January 19, 1999. The definitions <br /> and terms used within this report are defined in Appendix A. This section includes the <br /> purpose, special terms and conditions, limitations and exceptions of assessment, and limiting <br /> conditions and methodology used. <br /> 1.1 Purpose <br /> The purpose of this Phase I ESA was to evaluate the environmental conditions of the <br /> site to assess potential environmental concerns which may have an effect on the proposed <br /> redevelopment of the site. <br /> To accomplish the goals of this Phase I ESA in the limited time frame available, the <br /> following activities were accomplished: <br /> • Records Review: The review of present and past land use activities for the property and <br /> surrounding properties, review of selected federal and state regulatory files for information <br /> regarding existing and potential recognized environmental conditions at or near the <br /> property;review of aerial photos; and review of Sanborn maps. <br /> • Site Reconnaissance: Physical inspection of the property to determine visual indications of <br /> recognized environmental conditions. Review of surrounding land uses to assess the <br /> possibility of potential off-site environmental contamination to migrate onto the property. <br /> • Report: A written Phase I ESA report provided to the City detailing activities and findings <br /> resulting from assessment activities. <br /> 1.2 Special Terms and Conditions <br /> No sampling activities were conducted during this Phase I ESA. <br /> 1.3 Limitations and Exceptions of Assessment <br /> All ESAs encounter limitations in some form or another. These limitations include <br /> time constraints, type and availability of information, and access.
