• No interior inspection was performed of the structures on or adjacent to the <br /> subject properties. <br /> • Visual observations of the ground surface at many locations were hindered due to <br /> concrete or asphalt structures, paving, and fencing. <br /> • Databases used in the regulatory records search do not necessarily contain <br /> complete or accurate information on all potential contamination sources on the site <br /> or surrounding properties. <br /> • Files at the City of Stockton Fire Department, California Environmental Protection <br /> Agency (Cal/EPA) Regional Water Quality Control Board, Central Valley Region <br /> (RWQCB), Cal/EPA Department of Toxic Substances Control (DTSC), and the <br /> San Joaquin County Environmental Health Department (SJCEHD) were not <br /> reviewed. <br /> • No media or intrusive sampling was performed. <br /> • No title searches were performed. <br /> • Only limited interviews were conducted with previous or current property owners. <br /> This report is an instrument of service prepared by Black & Veatch, for the exclusive <br /> use of the City. No party other than the City may rely on this instrument of Black & Veatch's <br /> service. With the permission of the City, Black & Veatch will meet a third parry, approved in <br /> writing, to help identify the additional services required, if any, to permit such third party to <br /> rely on the information contained in this report. Such third parry may rely on the information <br /> contained in this report under the same contractual, technological, and other limitations to <br /> which the City has agreed. <br /> The findings and opinions conveyed in this Phase I ESA report are based on <br /> information obtained from a variety of sources enumerated herein, which Black & Veatch <br /> considers reliable. Nonetheless, Black & Veatch cannot and does not guarantee the reliability <br /> of the information contained within this report. <br /> Areas of non-scope considerations not covered include asbestos containing material, <br /> radon, lead-based paint, lead in drinking water, and wetlands. <br /> 1.4 Limiting Conditions and Methodology Used <br /> This Phase I ESA does not address requirements of any state or local laws or of any <br /> federal laws. All parties are cautioned that federal, state, and local laws may impose <br /> environmental assessment obligations that are beyond the scope of this report.
