Flag City, Inc. <br />5517 Coronawood Lane <br />Carmichael, CA 95608 <br />FLAG CITY CIIEIVRON, 6421 CAPITOL AVENUE, LODI, SAN J'OAQUIN COUNTY <br />CLEANUP AND ABATEMENT ORDER NO. 5-00-700 <br />I reviewed your 19 June 2000 Problem Assessment Report (PAR) submitted by Advanced <br />GeoEnvironmental, Incorporated (AGE) for the subject site. The PAR presents a summary of site <br />investigation activities, a description of soil and groundwater contamination identified on and off site, <br />and a proposed strategy to remediate soil and groundwater contamination. <br />The maximum extent of groundwater contamination is shown to extend from the site southwest across <br />Thornton Road onto the Rocky's Restaurant lot (See enclosed Figures 1 and 2 from AGE's PAR). The <br />extent of groundwater contamination has not been defined near the on-site fuel dispensers, northeast of <br />fuel dispensers, southeast of MW -6, and southwest of Rocky's Restaurant domestic well and MW -12. <br />Complete site assessment work is required. <br />The highest concentrations of fuel products dissolved in groundwater were identified on-site near the <br />active fuel dispensers. Grab water samples collected near the fuel dispensers contained up to <br />11,000 micrograms per liter (µg/1) total petroleum hydrocarbons as gasoline (TPHg), 10,000 µg/1 MtBE, <br />and 1,900 µg/1 total petroleum hydrocarbons as diesel (TPHd). All three of these values are above the <br />maximum historical concentrations previously identified at the site, and the presence of fuel products <br />near the dispensers suggests a new release has occurred. You must take action immediately to <br />investigate and correct this new release. By 1.5 August 2040, submit a report of findings to <br />document your investigation and corrective measures. <br />The PAR also identified Rocky's Restaurant domestic well (RDW -1) as a conduit for contamination to <br />migrate into deeper water bearing zones. The maximum MtBE concentration identified in RDW -1 is <br />20 µg/1. Potable water has been provided to Rocky's Restaurant since 3 March 2000, and an alternate <br />water source is being investigated as a permanent supply to Rocky's Restaurant. <br />RDW -1 is screened at three intervals, 67-76 feet, 87-104 feet, and 130-142 feet, and reportedly gravel - <br />packed from 50 to 150 feet. Multi-level monitoring well MW -11 was installed near RDW -1 to monitor <br />these screen zones, and MtBE concentrations up to 270 µg/1 were identified at 65 to 75 feet. Based on <br />the MtBE concentrations, the multiple screening intervals, and the gravel -pack interval, RDW -1 must be <br />California Environmental Protection Agency <br />Recycled Paper <br />
