You must continue efforts to provide an alternate water source for Rocky's <br />Restaurant so RDW -1 canbe destroyed. <br />AGE identified groundwater extraction and treatment as the most effective method for soil and <br />groundwater remediation at the site. Contaminated soils associated with the underground storage tanks <br />(USTs) were excavated in 1995.when the USTs were replaced, and current soil contamination is due to <br />contaminant transport by shallow groundwater. AGE proposes to pump extracted groundwater from <br />multiple on-site shallow and intermediate wells through an air stripper to remove TPH and BTEX <br />constituents, and then through a series of carbon vessels with MtBE specific carbon to remove MtBE. <br />The soil and groundwater cleanup is expected to take approximately 36 months. <br />AGE proposed to discharge treated water directly into the storm drain at the site, but was denied access <br />by the San Joaquin County Public Works. AGE now proposes to discharge treated water into a <br />Department of Water Resources (DWR) conveyance ditch south of the site. AGE has submitted a <br />discharge request to the DWR, and is in the process of submitting an application to this Board for a <br />surface water discharge permit. <br />The PAR proposed groundwater remediation for on-site contamination only. However, once RDW -1 <br />has been destroyed, and additional site assessment work is completed, off-site remediation Mll likely be <br />required. On 7 July 2000 and 12 July 2000, I discussed the PAR with AGE. I notified AGE to submit <br />the Final Remediation Plan by 31 July 2000, as required by Cleanup and Abatement Order No. 5-00-700. <br />Please notify Mr. Mike Infurna at the San Joaquin County Environmental Health Division and me at <br />least two business days prior to any site work or sampling.
