Liquid was also <br />observed in the under dispenser containment 5/6, 9/10, and 11/12. If water could enter into the secondary <br />containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician <br />removed approximately two cups of liquid from the 91 STP sump, less than one cup of liquid from the diesel STP, <br />less than two cups of liquid from dispenser 5/6, and 9/10. A small amount of liquid was removed from dispenser <br />11/12. Ensure that all sumps and annular spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a repeat violation, Class ll. <br />319 <br />CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br />At the start of inspection there was approximately 1/2 inches of free standing liquid in the diesel spill container. <br />Some liquid was also observed in the 87 (master) spill container, 91 spill container, and 87 (slave) spill container. All <br />LISTS shall be equipped with a spill container that has a minimum capacity of five gallons and a drain valve that <br />allows drainage of the collected spill into the primary container or provide a means to keep the container empty. All <br />liquids were removed by the service technician from these spill containers at the time of inspection. Maintain all spill <br />containers free of liquid at all times. This was corrected on site. <br />The 87-octane (master) spill container failed when tested. All spill containers shall have a minimum capacity of five <br />gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately contact a <br />properly licensed, trained, and certified contractor to repair or replace the spill container under permit (as required) <br />and inspection of the EHD. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by October 26, 2017. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written <br />Agreement, if applicable, can be stored at the facility or uploaded into CERS. <br />Note: In the 87-octane slave fill sump, gravel-like material was observed. At the time of inspection, no breach in <br />the secondary containment sump walls was observed. The material was dry, and did not appear to be <br />contaminated with fuel.
