Manifest numbers 017792233JJK(3/12/2018) and 017792234JJK(3/12/2018)were not found on site. Hazardous waste generators shall retain copies of all manifests for three years or until a copy signed off by the destination facility is received. The signed off copy shall be retained and made readily available for review for three years. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 60 days of the date the waste was accepted by the initial transporter,the generator shall submit a legible copy of the missing manifest,with some indication that the generator has not received confirmation of delivery. This information shall be submitted to: DTSC Report Repository Generator Information Services Section P.O. Box 806 Sacramento, CA 95812-0806 Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. Submit to the EHD a copy of the signed off copy of the manifests or a copy of the information submitted to DTSC. This is a Class II violation. 119 HSC 25404(e)(4) Failed to report program data in the California Environmental Reporting System (CERS). A submission to the California Electronic Reporting System (CERS)for the hazardous waste program has not been made. Beginning January 1,2013, all businesses are required to submit all new(or any changes to existing) hazardous waste information online to the CERS at http://cers.calepa.ca.gov. Be sure to include your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant activities and required fields. This is a Class II violation. 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. Oily staining was observed on the ground near the east side of the fence where old oil containers were located. An oily puddle was observed on the ground near three 55 gallon drums on the east side of the backyard. One paper and two metal used oil filters were observed on top of two 55 gallon drums on the east side of the backyard. Saturated oily absorbent was observed on the ground at the base of a 55 gallon steel drum that held used oil. The drum was located near the exit of the backyard into the shop. Facilities shall be maintained and operated to minimize the possibility of a fire,explosion,or release of hazardous waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean the above wastes and manage them according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how these wastes were managed. This is a minor violation. 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. One blue 55 gallon steel drum that contained used oil was observed without an empty label. Containers larger than five gallons that previously held a hazardous material shall be marked with the date they were emptied and managed within one year of being emptied. Immediately mark and manage all empty containers per this section. This is a minor violation.
