San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax:(209)468-3433 Web:www.sl4ov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HERNANDEZ AUTO PAINT 840 E JEFFERSON ST, STOCKTON April 08, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br /> The following containers were observed without an accumulation start date in the waste paint area: <br /> -One black 30 gallon steel drum contained a solid waste paint <br /> -One black 30 gallon steel drum contained a water based paint <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste <br /> stored on site at any time may store waste on site up to 180 days. Since it cannot be determined how long these <br /> hazardous wastes have been on site, immediately contact a licensed hazardous waste hauler to dispose of this <br /> waste under manifest. Submit a copy of the manifest to the EHD within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> In the waste paint area: <br /> -One black 30 gallon steel drum containing solid waste paint(1/2 full)was observed with a hazardous waste label <br /> missing the accumulation start date. <br /> -One black 30 gallon steel drum containing water based paint(less than 1/8 full)was observed with a hazardous <br /> waste label missing the accumulation start date and the hazardous properties. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition(contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 8, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209)468-3420. <br /> The following minor violations were corrected on site: <br /> An emergency coordinator and modified contingency plan information is lacking. There must be at least one <br /> emergency coordinator on site or on call to coordinate emergency response measures, and the following <br /> information must be posted by a phone: the name and phone number of the emergency coordinator; location of <br /> fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire <br /> department, unless the facility has a direct alarm.
