Section 25191 (d) , Division 20, Health and Safety <br /> Code: <br /> Hazardous waste is being stored on-site in excess of <br /> 90 days as evidenced by: <br /> a. Approximately 200 empty drums have been stored <br /> on-site. Empty drums are considered to be <br /> hazardous waste unless they have been tripled <br /> rinsed. Statements made during the inspection <br /> indicate the drums have been there in excess of <br /> one year. <br /> b. Approximately 26 drums containing waste thinner <br /> were stored on-site. Statements made during the <br /> inspection indicate the drums have been stored <br /> in excess of 90 days. <br /> C. Ad-Art has only one manifest indicating <br /> hazardous waste has been shipped off-site since <br /> 19871 when Ad-Art applied for an Environmental <br /> Protection Agency (EPA) Identification Number. <br /> This manifest, Manifest 88294937 , indicates 750 <br /> gallons of waste paint related material was <br /> shipped off-site on April 19, 1989 . As a large <br /> quantity generator, hazardous wastes are <br /> required to be shipped off-site at least every <br /> 90 days. <br /> 3 . Section 66471, Title 22 , Cal . Code Regs. : <br /> Ad-Art has failed to make a hazardous waste <br /> determination for the waste paint sludge generated by <br /> the spray paint booth exhaust fan system. <br /> 4 . Section 66481(b) , Title 22 , Cal. Code Regs. : <br /> Manifest 88294937 , reviewed during the inspection, <br /> was not correctly and completely filled out as <br /> evidenced by: <br />
