Mr. Lou Papius <br />ROV: Ad -Art Inc. <br />Page 4 <br />C. An Evacuation Plan. <br />10. Section 67243(a), Title 22, Cal. Code Regs.: <br />At the time of inspection, one drum containing <br />hazardous waste was stored without a lid. This drum <br />contained a dried paint sludge residue. Sample <br />results revealed the sludge to contain lead at 4,810 <br />parts per million (ppm). This exceeds the TTLC value <br />for lead, which is 1000 ppm. <br />II. Schedule of Correction <br />Violation #1: EFFECTIVE IMMEDIATELY, Ad -Art shall cease <br />disposing of the paint sludge to the sanitary landfill. <br />All paint sludge shall be disposed of as hazardous waste <br />in accordance with all applicable laws and regulations. <br />An order form to obtain a copy of the laws and regulations <br />has been enclosed. <br />Violation #2a: Within 60 days of receipt of this Report, <br />Ad -Art shall dispose of all empty drums. The drums may <br />either be disposed of as hazardous waste; reused by the <br />manufacturer, recycled by a drum recycler; or triple - <br />rinsed, crushed, and sent to the sanitary landfill. If <br />triple -rinsed, the rinsate must be managed as hazardous <br />waste unless tested and proven non -hazardous. Any tests <br />must be conducted at a lab accredited by the State of <br />California to perform hazardous waste criteria tests. <br />Violation #2b: Within 30 days of receipt of this Report, <br />all drums containing hazardous waste shall be disposed of. <br />They must be transported by a registered hazardous waste <br />transporter utilizing a Uniform Hazardous Waste Manifest. <br />All hazardous waste must be transported to a DHS approved <br />facility. If the hazardous waste is to be transported to <br />another state, the receiving facility must have been <br />granted authority to operate by either the EPA or the <br />state's administering agency. <br />Violation #3: Within 15 days of receipt of this Report, a <br />hazardous waste determination shall be made for the waste <br />paint sludge generated by the spray paint booth exhaust <br />system. <br />
