Complaint Investigation RE t Tri -Valley Recycling <br />I observed a shopping cart in the e -waste storage area, and Mr. Adams said that the <br />cart contained computer hard drives. A cardboard Gaylord box was seen in the e - <br />waste storage area that contained plastic panels that were separated from computers. <br />The printed circuit boards were seen in boxes and on the floor. When I went to the <br />backyard of the building, I observed a large steel container filled with metal residuals. <br />The container had a label with the name "Alco Iron & Metal Co" with two phone <br />numbers for the company; one phone number for the location at San Leandro and the <br />other phone number for the location at Vallejo. Mr. Adams said that the container was <br />filled with steel residuals from the computer dismantling operations. When the <br />container was full, Alco Iron & Metal Co picked up the container and left an empty <br />container in its place. Mr. Adams said Tri -Valley Recycling did not transport steel. <br />The above observations substantiated the Complaint 1 in that the facility dismantled <br />electronic devices and collected the steel residuals regularly in a large container. I said <br />to Mr. Adams that DTSC got a complaint that the facility dismantled electronic waste <br />without authorization. Mr. Adams said that the facility did not dismantle CRT devices. <br />He further stated that he was not responsible for the notifications sent to DTSC. Later, I <br />asked Ms. Craven to give me the DTSC notification, most recent annual report, district <br />air permit and any other permits required by the facility. She said that she was not <br />responsible for hazardous waste documents required by DTSC and she did not know <br />where to look for the documents. Ms. Craven called the owner of the facility on the <br />phone and then informed me that the documents will be available the next day. <br />11 of 20 <br />
