l <br /> The motorized, drivable floor sweeper is propelled by hydraulic power. During the <br /> course of operation, it developed a leak. During the inspection,the sweeper was parked <br /> inside of the building and some maintenance had been performed, and more maintenance <br /> was pending. There was an absorbent pad under the sweeper and there was no harm done <br /> to the environment or employees. The problem has been resolved and the leak has been <br /> stopped. <br /> The secondary containment for the used oil totes did have liquid inside. The secondary <br /> containment area measures 10 feet wide by 17 feet long by 15 inches deep. (Total <br /> capacity= 1589 gallons). After measuring the liquid, it was determined that there was <br /> approximately 1/8h inch of oil and approximately 5/8 inch of water. The water could not <br /> evaporate,due to the oil film on top. The calculation performed suggested that there <br /> were approximately 13.25 gallons of oil and approximately 66.26 gallons of water. <br /> Subsequent to the inspection,the secondary containment has been cleaned out and the <br /> contents shipped off site to RI Recycling on Hazardous Waste Manifest#000123749 JJK <br /> for recycling. —Please see Attachment# 2. <br /> #20—66262.34 CCR,Failed to properly label containers of hazardous waste. —(2) 55- <br /> gallon drums at the boiler chemical storage area were not labeled. Containers containing <br /> hazardous waste shall be labeled with the words"Hazardous Waste", generators name <br /> and address, composition: physical state, hazardous properties and accumulation date. — <br /> Correct Immediately. <br /> As I advised you at the time of inspection, I knew what was in the two drums and it was <br /> not a hazardous waste, it was a viable product, and, I would have the supplier re-label the <br /> drums to comply. As companies who sell chemicals and their expert services for cooling <br /> towers and boilers,they sometimes switch chemical to slightly tweak the conductivity or <br /> the pH etc. and then switch back to the originals again. The chemical company came and <br /> combined the two drums of chemicals(approximately 15 to 20 gallons total) with <br /> another, all with the pH of 9.0 and compatible with each other. As intended, it is now in <br /> use, supplying the additives to the makeup feed water to the boiler. <br /> #76—66273.14 CCR, Small Quantity Handler did not mark universal waste according to <br /> this section—The (5) gallon container storing spent alkaline batteries was not labeled. <br /> Containers storing universal waste batteries shall be labeled as such and wit an <br /> accumulation date. Universal waste batteries must be managed within a year of the <br /> accumulation start date. —Correct immediately. <br /> A Universal Waste Label is now installed on the container and will be handled prior to 1 <br /> year, on-or-before December 18, 2007. See Attachment# 7. <br /> #91 —66261.7(f) CCR,An empty HW or Haz Mat container(larger than 5 gallons was <br /> not marked with the date it was emptied/not managed within one year or being emptied— <br /> 55 —gallon drums(emptied) in the diesel tank secondary containment area and at the <br /> used oil storage area were not labeled according to California Code of Regulations <br /> section 66261.7 (f).
