Background: <br /> Sumiden Wire Products Corporation (herein "Sumiden" or"the facility") is <br /> located in Stockton, California. Employing approkimately 35 people, Sumiden has been <br /> ` operating at this location since 1979. Sumiden manufactures pre-stressed concrete strand <br /> from high carbon steel. <br /> The facility is identified in the United States Environmental Protection Agency's <br /> (U.S. EPA's) database as a large quantity generator of hazardous wastes. <br /> Hazardous wastes generated from Sumiden's operations at this location include <br /> corrosive liquids (D002), pickle liquor (K062), aerosol cans (D001), used oil, and <br /> universal waste bulbs. <br /> U.S. EPA's database showed that this facility was last inspected by the Certified <br /> United Program Agency (CUPA) in July 2003. <br /> Investigation: <br /> On May 22, 2006, a Resource Conservation and Recovery Act (RCRA) <br /> Compliance Evaluation Inspection (CEI) was conducted by inspectors from the U.S. <br /> EPA. The purpose of the inspection was to determine the compliance of Sumiden with <br /> hazardous waste regulations in 40 Code of Federal Regulations (CFR) Subtitle C and the <br /> regulations adopted by the California authorized program under RCRA Subtitle C in the <br /> California Code of Regulations,Title 22, Division 4.5. <br /> During the in-brief, the inspectors provided the facility with a copy of the U.S. <br /> EPA Small Business Resources Fact Sheet. <br /> Site Inspection: <br /> General Observations: <br /> According to the facility representative, Sumiden generates two to three 55-gallon <br /> containers of spent aerosol cans (D001) annually. <br /> The inspectors observed two 55-gallon ' <br /> satellite accumulation containers of the spentTE <br /> aerosol cans in the facility.
