GE <br /> GENESIS ENGINEERING&REDEVELOPMENT <br /> 1.0 INTRODUCTION <br /> The California Environmental Protection Agency,Department of Toxic Substances Control <br /> (DTSC) is currently providing oversight under the State Orphan Program for the Gordon <br /> Research Company Property located at 1085 South Union Road, Manteca, California, <br /> designated as assessor's parcel number(APN) 222-240-12 ("Site") (Figures 1 and 2). A <br /> preliminary investigation of the Site was performed as documented in the September 7, 2012 <br /> Preliminary Endangerment Assessment Report prepared by Arcadis, Inc. (Arcadis 2012) <br /> under DTSC Contract Agreement No. 09-T9057 and 09-T9057 A2. Currently,the Islamic <br /> Center of Manteca("ICM") is interested in purchasing the Site. To facilitate this property <br /> transfer and reach cleanup goals for the Site, Genesis Engineering and Redevelopment, Inc. <br /> ("GE&R")prepared this Removal Action Workplan(RAW). <br /> 2.0 BACKGROUND <br /> 2.1 Site Background <br /> The Site is a 3.67 acre parcel located in a predominantly residential area. Historic operations <br /> on the Site involved chemical reformulation, repackaging, and retail since before 1984. In <br /> 1986,the Site owner was prohibited from handling hazardous substances or wastes. A 1988 <br /> inspection reported 10 to 20 drums of chemicals with markings similar to military <br /> specifications. A 2007 inspection reported various unlabeled containers and high-pressure <br /> cylinders. The DTSC issued an Imminent and Substantial Determination and Order on <br /> November 21, 2007 to address on-Site conditions (I&SED 07/08-005). <br /> The Gordon Family Trust,together with Nichols Consulting Engineers,conducted hazardous <br /> classification, identification, and removal of materials noted in the 2007 inspection report. A <br /> Completion Report, Chemical Identification and Disposal Plan(Nichols, 2009) includes <br /> manifests and other waste disposal documentation. Because the Gordon Family Trust could <br /> not complete all tasks in the DTSC I&SED Order,the DTSC in 2009 issued a Notice of Final <br /> Determination of Non-Compliance,resulting in the classification of the Site as"Orphan". <br /> 2.2 Site Description <br /> The Site is bounded to the east by South Union Road, Brock Elementary School to the <br /> southwest, and residential properties to the north, south, and west. The Islamic Center of <br /> Manteca occupies the property to the east of the Site across South Union Road. Tall grass <br /> and some trees cover the majority of the Site, as well as an abandoned residence,barn, <br /> workshop, silo, sheds,a concrete foundation, and two abandoned cars as reported by Arcadis <br /> (2012). Fires have destroyed some of the structures on-Site.
