The following is an itemized list of hazardous waste violations that have not been <br /> addressed for JAAS AUTO SERVICE as of April29, 2019. <br /> Open violations from June 16, 2015 inspection <br /> Violation #301 - Facility not maintained to minimize the release of a hazardous waste. <br /> Black staining was observed on the asphalt surrounding the used oil tank and under engines stored in the yard <br /> behind the shop. Puddles and stains of used oil were observed throughout the floor in the shop pit storage area. <br /> Absorbent granules and rags were observed spread throughout the pit area, some fully saturated with used oil. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment Immediately clean all <br /> stained areas, removed stained soil, collect all used oil and spent absorbent, and manage these wastes according <br /> to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this <br /> waste was managed. <br /> Violation #403 -Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> Two plastic buckets of used oil and were observed next to the used oil tank without lids. The used oil tank was <br /> observed with an open bung hole; the bung could not be located at the time of inspection. A bucket of used oil <br /> mixed with trash was observed in the shop pit storage area without a lid. All hazardous waste containers shall be <br /> closed at all times except when adding or removing waste. Immediately close these containers and ensure all <br /> hazardous waste containers are closed when not adding or removing waste. <br /> Violation#502 - Failed to comply with new hazardous waste tank system assessment requirements. <br /> The facility does not have a tank assessment for the used oil tank. Mr. San estimated the tank to be 400 gallons. <br /> The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an <br /> independent, qualified, professional engineer, registered in California attesting that the system has sufficient <br /> structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks <br /> and containment system are suitably designed. Immediately have an assessment prepared for the used oil tank. <br /> Submit a schedule showing when this will be accomplished to the EHD. <br /> Violation #507 -Failed to conduct daily inspections of hazardous waste tank system and maintain records <br /> onsite. <br /> Inspections of the hazardous waste tank system were not performed and documented. The following items are <br /> required to be inspected at least daily: <br /> 1. overfill/spill control equipment; <br /> 2. aboveground portions of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoring and leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br /> hazardous waste; <br /> 5. for uncovered tanks, the level of waste in the tank. <br /> Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br /> Submit a copy of the inspection log for the next 30 days to the EHD. <br /> Violation #605 - Failed to completely label containers or tanks of hazardous waste. <br /> A 55 gallon drum of spent absorbent was observed in the motor oil storage room without labeling. Two 55 gallon <br /> steel drums of used oil and two plastic buckets of used oil were observed behind the shop, next to the used oil tank, <br /> without labels. A bucket of used oil mixed with trash was observed in the shop pit storage area without a label. All <br /> hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. <br /> Since it cannot be determined how long these containers have been on site, immediately contact a licensed <br /> hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br /> Page 12 of 17 <br />
