EI Dorado, UGST installation <br /> A letter was received by PHS-EHD on 10-13-95 from Mr. Ralph Morgan, Registered <br /> Engineer, stating that the overburden was sufficient to hold the tank down in the high <br /> water area of the proposed tank installation. Note that less than a 1 .25 recommended <br /> safety factor has been provided for this installation. When this safety factor was <br /> questioned, Mr. Morgan has stated in his letter that the proposed installation is <br /> satisfactory. Because the 1 .25 safety factor is a recommended industry standard and not <br /> a legal requirement, PHS-EHD will not prevent the installation of these tanks with the <br /> existing designed overburden, but PHS-EHD will not accept any responsibility if these <br /> tanks were to be uplifted due to high water levels. <br /> If you have any questions regarding this matter, please call me at (209) 468-3446. <br /> Ernest M.
