EI Dorado, UGST installation
A letter was received by PHS-EHD on 10-13-95 from Mr. Ralph Morgan, Registered
Engineer, stating that the overburden was sufficient to hold the tank down in the high
water area of the proposed tank installation. Note that less than a 1 .25 recommended
safety factor has been provided for this installation. When this safety factor was
questioned, Mr. Morgan has stated in his letter that the proposed installation is
satisfactory. Because the 1 .25 safety factor is a recommended industry standard and not
a legal requirement, PHS-EHD will not prevent the installation of these tanks with the
existing designed overburden, but PHS-EHD will not accept any responsibility if these
tanks were to be uplifted due to high water levels.
If you have any questions regarding this matter, please call me at (209) 468-3446.
Ernest M.
